Device range specific OS

Seems that an OS should be designed for a specific kind of device or interface, say personal computer, notebook, maybe netbook also, tablet, phone, mp3 player. Then you might have a flashlight that doesn't really use much in the way of software, however the way these peripherals exist, a lot of them are bugged. There may be something more finicky about them too.
